"WIÓRY" CONFERENCE
On July 3rd 2004, conference organized by Hydroprojekt Ltd took place on the construction site of the water reservoir on the Swislina River (swietokrzyskie voivodship). It was related to the preparations to its first filling.
Conference gathered Hydroprojekt's staff almost in whole - three generations of designers, participating in process of many years designing and supervising of the construction of this object, as well as employees of younger generation, who wanted to get acquainted with the investment and problems related to its development.
Conference was also attended by invited guests. Among others, there were member of parliament Mr. Stanislaw Zelichowski (former Minister of Environment), deputy speaker of swietokrzyskie voivodship Mr Jozef Kwiecien, prof. Jan Zielinski - Director of the Institute of Meteorology and Water Management and prof. Marek Gromiec - chairman of the National Council of Water Management.
Conference participants listened to the lecture on the history and problems related to the designing and construction of this investment, presented by Hydroprojekt's Vice-president of the Board and Technical Director - Mr. Ryszard Lewandowski, chief designer of the Wióry reservoir - Mr. Adam Dymkowski, Energopol Katowice S.A. representative - Mr. Leszek Magiera.

Also the consultants, performing scientific supervision of the object - prof. Jan Szarlinski - specialist in the field of concrete structures and prof. Wojciech Wolski - specialist in the field of geotechnics, presented the problems appearing during the construction. Mrs. Aleksandra Mirosławska from Hydrogeo Kraków brought out the problems related to the execution of the impervious grout curtain in the rock foundation of the dam.

After the lecture, the participants had opportunity to visit reservoirs structures, including injection-control gallery in the dam's body.

History of the investment
The idea of the construction of Wiory water reservoir on the Swislina River appeared at the begining of the 70s.
In 1974, Hydroprojekt prepared the first hydrological calculations for water reservoir Wiory. Between the years 1977-79 first technical and economical assumptions for this investment were elaborated and approved by Minister of Agriculture on May 28, 1979.
Technical documentation for the particular objects was approved, and decisions, allowing the commencement of the construction have been issued. Development of the investment, based on Legal Act of the Ministers Council, began in the spring of 1980 (with obligatory at this time 6-year construction cycle). Unfortunately next Legal Act of the Ministers Council, dated 17.11.1980, stopped realization of the investment.
The strenuous efforts of the Investor, Ministry of Environmental Protection and Natural Resources, taking over this investment from the agriculture department and Voivodship authorities, lead in September 1984 to the transfer of the investment from the category of "abandoned to build" to the "suspended".
Reinstating the undertaking practically from the beginning (excluding elaborated up to the year 1980 "Scope of the Preparation Works"), investor started with updating the "Technological and Economical Assumptions" between the years 1985-86.
Updated assumptions précised the basic objectives of the investment, approving as the most important goals:
- water supply for the Ostrowiec Świętokrzyski Town and Metallurgy Works (at the leveled discharge, 1,01 cu m/s)
- providing with biological flow on the Swislina River at the dam cross-section (0,43 m3/s) and at the river mouth (0,537 m3/s)
and additionally:
- flood protection (3,5 mln m3 of flood capacity)
- power generation (water head 22 m)
Investment has been introduced into the plan of the environmental protection department for 1987r. In 1988 Investor obtained the new decision, regarding dam location and building permit.
Since the reinstatement of the investment, in spite of the very modest financial means, preparation works had been successively developed. At the same time construction works had proceeded on the basic structures of the reservoir, such as:
- spillway with the headwater channel and spillway channel,
- injection-control and communication gallery, and finally
- dam's body
They had been executed under the protection of the earth cofferdam of the Ist and IInd stage.
Additionally, works related to the arrangement of the reservoir's bottom and construction of the small hydropower plant downstream, at the left side of the stilling pool (basin), had been performed.

Realization of the investment at the minimal possible level of financing lasted until 1993 due to the limited possibilities of the department. Energetic efforts of the Investor, oriented to assure the sufficient level of financing and to increase the rank of the undertaking, with explicit support of Ministry of Environment, Natural Resources and Forestry, resulted in transfer of the investment from the plans of the department to the national plans of investments, financed from state budget and obtaining the credit from EBI, what has significantly speed up the process of investment realization. |
